論台灣外交/莊峻華

有一非洲國家與台灣斷交，在台灣引起如喪考妣之痛，我以為這非必要，而

且台灣政權正在民進黨掌握下，不會惡化到哪裡，重要的是，台灣要繼續前

進，士農工商，毫無懈怠。我很樂見，台灣已經開始重視，國家定位，以台

灣之國家實力，台灣人只要抗拒中國，中國無法吞併台灣，這些小國家，無

法幫助台灣安全，台灣喪失幫助開發中國家之機會，也表達遺憾即可，倒是

外交部多注意，美國，日本，荷蘭等國，比較有趣，美國擊敗日本，把台灣

交給蔣介石之中華民國，和日本，荷蘭均統治國台灣，都是事實，我研究中

國國民黨之國家定位立論，非常不可靠，仍和中國糾纏不清，浪費許多時間

，金錢，和精力，當務之急，就是讓中國國民黨，永遠在野，地方與中央。

 美國國務院，樂見中國和台灣，搶先經濟財務援助這些國家，蓋全球均引頸

仰望美國，美國也有基督徒之人道悲憫精神，剛好配合中國之儒家顏面哲學，

讓台灣之中國國民黨中國人，自我陶醉73年，現在中國接下這一棒，等待機

會成熟時，以內政問題，武力攻打台灣，台灣要努力，不讓中國有此機會成熟

，其法在不使中國國民黨中國人復辟，亡羊補牢，猶未為晚，蔡英文總統，比

馬英九，更重視國防經濟實力。

我曾經兩次，郵輪旅行中，巧遇兩台灣大使館，都在我部落格文章中，遇見兩

位年䡖外交官，印象深知刻，台灣國日過一日，自強不息，要看中國共產黨政

權，何時崩潰。

Mayor Ko invites his department head to have a lunch box meeting with amateur

internet media to present a few works done by his administration. He doesn’t mind

to be interrupted during his 6 ½ minutes fast swallowing food to answer some point

posted by those two young men. I am very impressed of his management of his limited

24 hours a day and his limited budget of 20 million home equity loan to fight his re-

election at the end of the year. There has been several appearances with different

department, i.e. Dr. Hsu of the city welfare bureau; Mr. Lin of the city development;

city educational bureau; city cultural bureau, and other, 6 of them at present. All

posted on Youtube under the name of Mayor Ko.

Dr. Hsu, the bureau chief of the welfare, has been an associate with the Mayor for a long

Time as his disciple and subordinate at the University medical school as well as the subordinate

Hospital. He has been trained and learned all his professor’s skills to analysis and execute his

task all under a standard operation procedure, SOP. He sets up pilot programs for the poor

neighborhood including homeless 4 area at the beginning in corporation with the city heat

bureau and the city general hospital systems to provide necessary and affordable help within

the city budget and manpower. The program has been expanded several folded each year.

Taipei has been in existence as a city for about 125 years. It was well planned at the beginning

of Japanese rule until 1945 under Nationalist Chinese occupation. Due to several reasons, the

old city becomes deteriorated, unsafe, and inhumane to live. This Mr. Lin, a world known city

planner, convinces Mayor Ko and the city council to budget available fund and manpower to

engage the reconstruction, toll down the building, arrangement of relocation of resident, and

beginning of new construction with advanced residential planning, such as senior care, under

school age children care, and public housing. It can be called the most advanced facility of

modern time in compare with the Netherlands and Germany. He also mentions that the city

hospitals can even provide mobile clinic unit to reach such new residential project to do needed

service. The chief of the city health bureau is also an associate of Mayor Ko, his professor at

NTU Medical School and Hospital.

I only have had a very limited space to introduce the new English learning project, the same as

the re-innovation of residential project, it has been all under SOP, standard operation procedure,

to set up pilot plan and expanded rapidly each year. There are 4 pilot elementary schools selected to have this English pilot program to teach English at the 1^st grade and up for certain

hours a week and extended to fine art and music classes to practice. Now, I see English as a second official language in Taiwan can be possible.

台北市政一二/莊峻華

柯文哲市長，開始展開連任競選廣告，就是找局處長便當會，讓網路業餘

媒體青年，直接攝影，然後市長具名，張貼在網誌，介紹台北市政一二，

柯在吃飯中，常常被打斷作答，仍舊是侃侃而談，局處長也是業務熟練，

條理分明，我選出幾件，證明其努力市政，都市重建，老幼貧弱照顧，英

語教育等，都是政績。

第一便當會是社會局，市長和許局長，是長年師生同事關係，局長介紹托兒所，

老年照顧，貧弱遊民照料等，都是先有實驗班，學校，里處塲所等，逐年擴充，

經費預算，市議會均支持，績效可見。

台北之老舊社區重建，已經開始拆除，像是斯文里260戶，先前有幾座傳統菜市

場，已經拆除新建，不再便當會重述，這位都發局林局長，有學識經驗耐心，聰

明之醫生市長，也被調養成市政建設大內行，當然還有那位建設林副市長，工程

局長，台北市府清晨例會，鍛鍊出一大批，精明幹練之文官。

台北市已經開始，加強英語學校教育，從小學開始，也是先開幾班校實驗，課程

擴充到美術音樂等課，直接應用，學英語非常實用，將來讀書就業都方便。

便當會也找文化局，來談論生動博物館之概念，其實就是美化老社區，介紹古蹟

歴史人物等。交通局長也來，但還是市長說明比較清楚，他說到東京山口線之道

理，十餘年前，台中市林市長在磨劍，來休市介紹台中市交通願景，提到山口線

，而後我旅行東京都多次，搭乘山口線，經柯介紹其環狀之功用，始恍然大悟，

台北市交通發展，終就將有一環狀路，我們休市現今，有三條環狀高速公路，兩

外環是繳費使用。

我很肯定，台北市媒體界，受控於中國國民黨舊勢力，說是柯任內無建設，當然

是無弊端之建設，像其前任兩中國人市長，郝龍斌和馬英九，五大案等官司纏身

，市庫市民損失，台北市民要讓柯連任，始為明智之舉。

No human right ever in Chinese Civilization/Carlos Pueblo

Not only there is no human right ever in Chinese history, there is no such human

right conception in Chinese Civilization. People are the property such as cattle of

the rulers, emperors or presidents, etc. I point it out to my fellow Taiwanese voters

for this year end Mid-term election to avoid the Chinese Nationalists, KMT party to

regain power in Taiwan. Let the non-KMT Taiwanese candidates win to fill every

position available in Taiwan and let us manage our own destination. I’ll tell you my

story of Chinese human right violation upon myself almost 30 years ago in Houston,

Texas.

In 1988, President Chiang Chin-kuo, son of Chiang Chaik-seik, died. The power passed

on to then Vice President, Lee Deng-huei, a fellow Taiwanese. Chiang was the one exile

to Taiwan in 1949, the only KMT leader with his own military force to rule Taiwan. Lee

left the long term of martial law in Taiwan to allow oversea dissidents to return to Taiwan.

I had a homesick syndrome; therefore, I went to apply for my visa to return to my home

town. I could not get a visa to pass board any airplane. The reason was that I was a member

of Formosan Independent Movement which advocated Taiwan to be separate Taiwan from

China. After several months struggle and a written affidavit to regret my incorrect thought

, I got a visa to go back. After that return, I tried again for visa and got the denial application

every time. Eventually, the visa requirement relaxed in Taiwan except one army officer deserted

to China during his service at the frontier Quamoy. The improvement of human right condition

has been improved by Taiwanese not by Nationalist Chinese in Taiwan, i.e. in current day

China, Chinese ruler still practice such backward human right violation. We like to resist be

conquered by China yet we must hold on our ruling power in Taiwan and manage our own

destination.

I have been very concerned with the split of the national incumbent Democratic Progressive

Party, DPP, and Independent incumbent Taipei City Mayor Ko Wen-jer and let the KMT

candidate Ding seize the opportunity to regain power in the capital city. We need to enlarge

our managing power in Taiwan on every level to have our opportunity to resist Chinese for

the future of our generation.

沒有人權之中國文明/莊峻華

 台灣地方選舉中，我道是中國國民黨，已經垂死不堪，但卻因台灣人自亂

陣腳，使這些傳統中國政治者抬頭領先民意，我真是是可忍，熟不可忍？

需要開始批評中國系列，沒有人權之中國文明，這也是我個人親身之經驗。

屈指算來，這也是30年之往事，就是黑名單，被拒絕入境之舊事，此為我

私人卑微之遭遇，台灣民主化後，約僅一陣前逃亡者，尚被拒絕入境，但許

多中國異議人士，仍舊流亡海外，一生放逐，中國國民黨，和中國共產黨，

都像過去中國統治者一般，牢牢控制國民之生死人權。

蔣經國死亡後，美國台灣人社會，傳來台灣政權民主假象，許多人開始申請

返鄉簽證，結果因為台獨言論思想，簽證遭拒，我是其中之一，於是我就開

始返鄉掙扎，我部落格早期文章，仍有許多紀錄。有一次，宜蘭鄉賢簡公勇

，攜帶其好友，立委陳定南，上樓訓話國民黨大使，提醒他中華民國是世界

人權公約之簽署國，如何能不遵守人權，返鄉，返回出生地，是人類之基本

人權，台灣之國民黨外交官均，朽然無語，後來國民黨政府，逐漸讓步，解

除戒嚴令，刑法101條，承認言論自由，始有今日之台灣民主政治雛形，我

們不希望台灣之中國國民黨人，重掌政權復辟中國文化。

每天我都仔細觀閱，台灣政論節目，這是我的興趣，我擔心民進黨不再禮讓

柯文哲市長，讓中國國民黨中國人後選人，漁翁得利，後來繼續觀察，民進

黨準備推選者，均非有實力威脅柯市長者，我始被柯提醒，東京都知事局，自

民黨也提名後選人，毫不缺席，而且都是強棒出擊，卻是屢戰屢敗，這是有道

理者也。

台灣要唾棄這種腐敗不堪之中國文明，不讓中國國民黨人復辟，帶給中國人，

香港人，西藏人，和新疆東土耳其人希望，有朝一日，彼等也能脫離腐敗之中

國文化，像日本一樣，精益求精。

Don’t let KMT regain Taipei City Mayor seat/Carlos Pueblo

At the end of this year, there will be a local election in Taiwan to elect all the

local officers including the capital city of Taipei. It’s very interesting and I like

to make a statement that don’t let KMT regain the mayor seat of Taipei. My

main concern is the corruption tradition of KMT, the Chinese Nationalist Party

Komington for short. I am going to explain the brief historical experience of

Taipei sine 1945 including three distinguished non-KMT elected mayors of

Taipei, Kao Yu-Shu, Chen Shui-Bien, and the incumbent Ko Wen-Jer who have

no corruption scandal record under the national KMT regime during the 73

years period.

I say 73 years, a very simple calculation 2018 less 1945 when Japanese severe

50 years ruling of Taiwan, 1945 less 1895. Kao won his first mayor position for

a term, then came back several years later for his second term in 1964. It is in

my memory. I was a senior high school freshman and went to his campaign

rally on a river bank, 2^nd Watergate of the city. He had been constantly threaten

of his life by Chiang Kai-shek’s son by sending him envelops with bullet. He left

safely after his term and re-appointed for another term after the election was

abolished. I did have an opportunity to meet him in Houston at a wedding

reception one evening and I mentioned my late father and the campaign rally

at the 2^nd Watergate in Taipei. He remembered both well.

Chen Shui-bien got elected after the KMT resumed the mayor election in Taipei

for one term. He lost his re-election yet he was clear of corruption scandal

during his term and went ahead to be elected as the national President two

years later.

After Chen’s defeat, KMT Chinese Ma Ying-jou and Hou Long-bing continuously

had ruled Taipei for 16 years. During that period, corruption lawsuit filed by

private citizen became normal. After Dr. Ko elected as a non-KMT mayor in 2014

, he opened a city investigation for 5 major suspected corruption BOT projects

involving these two predecessors. Coincidently, a judgement has been delivered

at fault of the city improperly acquired the land for a BOT project at Hsin-dien

light rail station. The city must pay the loss of local homeowner for their loss.

BOT is Build, Operate, and Transfer for short, crocked developers and mayors

find opportunity to benefit each other under a defected judicial system in Taiwan.

I ask Taiwanese critic of Dr. Ko, do you see him after 3 ½ years in the administration

of Taipei City with such scandal? No, he has no Chinese KMT corruption cultural

background in his blood.

莫讓中國國民黨復辟/莊峻華

雖離台灣日久，懐鄉深情尚在，年底地方選舉，莫讓中國國民黨復辟，台灣

好不容易，得來之民主政治，人權之尊重，一夕間毀滅。我曾憂慮台北市，

柯文哲市長，將為國民黨輿論界餘孽所操控，連執政之民進黨人，均賣力攻

擊，真是曾參殺人，三人市虎，辛好柯市長，暫穩著陣腳，有名嘴開始討論

，漁翁得利之故事，讓我繼續比較，中國國民黨執政台灣73年，包括統治

非黨籍市長下之12年台北市，上次我提到高玉樹之先後兩任，陳水扁一任，

柯文哲快滿一任，我從高玉樹之第二任，約是1964年，就開始關心這些非中

國國民黨籍市長之執政成績。

高玉樹任內，是在蔣介石歿前，蔣經國不爽，常郵寄子彈恐赫，威權體制，緊

迫盯人，高之胞弟省議員楊玉成，和高之助手，五虎將等，均先後入獄，家父

與高在台北工業學校同窗，私下語我這些故事，我在大三當過上述五虎將之一

，市議員宋霖康長子化學家教，宋已定罪，尚未入獄，宋夫人系日人，後來在

休市也聽聞五虎將之二，李賜卿之長公子，在農工大學就學，非常親切，高後

來被蔣家任命台北院轄市長，全身而退。

陳水扁在中國國民黨內亂下，當選台北市長，蔣經國深知，中國人無官不貪，

所以不敢任命中國人當台北市長，我了解所有台北市長，都是台灣人，像李登

輝這種中國國民黨人，高玉樹曾銜命來休市，我有辛受邀參加一婚宴，同鄉圍

在他座旁，聽他解釋李之真正想法，就是我們父執輩，結受日本教育者之內心

真相，他們見識過日本帝國和腐敗中國，就好像我們見識到腐敗中國，和強盛

美國一般，高和李都不是，爭之強辯之疾者，李當總統後，台北市恢復民選，

陳水扁也是一任後，全身而退，並在亂兵中，選上總統。

中國國民黨中國人，馬英九和郝龍斌，先後16年，擔任台北市長，真是肆無忌

憚，公開私下貪污，任內就有許多訴訟案，我在上文列舉多件，民進黨執政後之

法院，始開始清理積案，其中有一件，五大案之新店捷運站弊案，法院判台北市

有罪，需要賠償屋主無數，這僅是馬郝任內之一件，可能需要國賠，由全民負擔

，下一貪污案是大巨蛋，台北市已經賠錢無數，包商也將倒閉，只有馬郝主政者

，尚且無恙，中國人貪污，真是法律高科技，柯文哲市長執政三年半，有如此貪

污痕跡乎？我飽讀中國近代野史，中國人真是無官不貪，曰林森主席清廉，此魚

目混珠也，林有預算權乎？台灣中國人才俊，都到台灣大學任教是真實也，我真

要認真比較日本和中國之官員官塲，柯父母一看之下，就有日本精神，講話算話

，柯市長更好，頭腦聰明，工作努力，又有人生哲學，佛學信仰，媽祖信仰，又

能騎鐵馬長征，興趣多方面。
